If you are in Dominican Republic and are experiencing some downtime on some specific URL, follow the following link for instructions on how to set up your internet connection so that it run faster or at least always at the same speed.
In short, you need to set your DNS server to use those two IP address: 200.88.127.23 and 200.88.127.22.
